This utility from 2009 allows for encrypting/decrypting CPS2 and CPS3 ROMs. The program has some mismatches in the keys it uses, for example Hyper Street Fighter 2 (hsf2) in the program is set to use the keys from the Asia version of the game. I have used a hex editor to update this entry. If I find further entries which are incorrect, I will continue to update the program.
