Out Run (Arcade Voices+Color Hack) (SMS) Romhack

Merged hack:

This patch adds voice samples to Out Run for the Sega Master System, using data taken from the original arcade game, played using high-quality pcmenc data and a color hack too.

Changed some colors to pastel which fits the game and era much better

Changed the car color from orange to red(ish)
Changed the logo to my liking
Changed the hud colors
Best outrunners palette
Tried to fix some gfx tiles that looked bad after changing the palettes (start for example)
