Hyper Street Fighter 2 Difficulty Fix (Arcade) Romhack

When setting Hyper Street Fighter 2 to any non-Japan region, the single-player difficulty will be incredibly high on any setting. You can see more information in this video: https://www.youtube.com/watch?v=YMRn_pm-ZV8

This patch makes it so that difficulty is the same as per Japan region even in the USA version – ROM set hsf2.

instructions: remove hs2u.03 from hsf2.zip, patch it with an IPS patcher, then replace the new file back in hsf2.zip
