Pulseman is a 2D action platformer game released on July 22, 1994 for the Sega Genesis/Mega Drive only in Japan, and briefly released as part of the Sega Channel service in the United States in 1995. It was created by Game Freak, the company that would later become famous for designing and developing the Pokémon series of video games.
The patch translates all the (not much) Japanese text present in the game, as well as correcting typos and giving minor improvements to enhance the game experience. Also, like all other Sega Genesis translations made by MIJET, it includes both the English translation and the original Japanese, which will boot up depending on the setup of your emulator or console.
