Did you know there are different versions of the Rugrats NES file? The patch only works with a specific version. Check out the "Hashes" section on the download page:

Hashes:
In the Steam version update Oct 1, 2024, an NES file will appear in the install directory upon defeating final boss. Or you can use tools to extract the NES file from the game assets.

Do you know how to get the hashes for your Rugrats NES file? You can go to https://www.romhacking.net/hash/ and drop your Rugrats NES file on the spot that says "Load a ROM" and the page will show you the hashes for your Rugrats NES file. Do they match the hashes for the version that the patch requires?

i cant even find the exact rom at all ive looked everywhere and i cant find it on the steam game files or anything

The "normal" way to get the NES file is to beat the PC version of the game, then the NES file will appear in the game's folder.

Alternatively, the NES file is an embedded asset in the "data.unity3d" file, so you can use a tool that can extract Unity assets from a ".unity3d" file to get it. For example, another user linked to some steps to extract it:
